The National Oil management team oversees the day-to-day running of the corporation. The team is led by the Chief Executive Officer who is also a member of the Board of Directors.

Duncan Waziri

Ag. Chief Executive Officer

Duncan Waziri holds a Bachelors Degree in Building Economics from the University of Nairobi and a Masters Degree in Project Management from the University of Manchester in the United Kingdom. He has previously served as Supply Manager and Ag. General Manager, Finance at the Corporation.

Prior to joining National Oil, Duncan built a distinguished career across several multinationals. His professional journey includes roles as Business Analyst and Sales Manager at Kenya Shell, Consumer Manager at TOTAL Kenya, Commercial Manager at DHL and Director of Courier at G4S.

Duncan is a registered Quantity Surveyor with the Board of Registration of Architects and Quantity Surveyors of Kenya (BORAQS) and a corporate member of the Institute of Quantity Surveyors of Kenya (IQSK).

He is a past recipient of The British Chevening Scholarship Award for postgraduate study in the UK from where he graduated with a distinction.

Robai Shiakhutsa

Company Secretary & Manager, Legal Affairs

Ms. Robai Shiakhutsa joined the Corporation in 2021 as the Company Secretary and Legal Affairs Manager. Ms. Robai is the secretary to the Corporation Board and is also responsible for managing the Corporation’s legal functions, overseeing litigation, and reviewing contracts to ensure policy compliance. She is an Advocate of the High Court and a Certified Public Secretary (CPS) K. She is also a member of the Law Society of Kenya (LSK) and the Institute of Certified Secretaries (ICPSK).

Ms. Robai comes with a wealth of experience gathered from having served in senior positions both in the private sector and Government. She has a proven record of legal expertise

Scoline Ojung’a – Manager, Internal Audit

Ms. Scoline Ojung’a is the Audit Manager at the National Oil Corporation of Kenya.  She joined the Corporation in 2020 and is responsible for internal audit including developing and implementing an annual risk-based audit plan as well as enterprise risk management planning, execution, monitoring, evaluation and consolidation of the Company’s Risk Management matrices.

Prior to joining National Oil, Scoline held various senior positions with companies in different industries, including but not limited to Maribel-Hermans Associates, The Nairobi Women’s Hospital, and Karen Hospital among others. Her experience and knowledge in the profession span over 12 years

Scoline holds a Bachelor of Commerce degree and a Master’s in Business Administration, Finance from The University of Nairobi. She is a member of the Institute of Certified Public Accountants Kenya as well as the Institute of Internal Auditors.

Alex Musungu MCIPS, MKISM – Procurement Manager

Mr. Alex Musungu is the Procurement Manager at National Oil. He joined the Corporation in 2017 and is responsible for optimal and cost-effective procurement of goods, works and services through the development and implementation of appropriate procurement strategies. Prior to joining the Corporation, Alex held various positions in different companies including Unclaimed Financial Assets Authority, Kenya Forest Service, Nairobi Hospital and Kenya Agricultural Research Organization.

He holds a Master’s Degree in Procurement and Logistics from JKUAT; Bachelor of Science degree in Wood Science and Technology from Moi University and a Graduate Diploma in Purchasing and Supply from the Chartered Institute of Procurement & Supplies – the United Kingdom. He is a full member of both the Kenya Institute of Supplies and Management (KISM) and the Chartered Institute of Procurement.

Willis Otieno Anyango- Human Resources and Administration Manager

Mr. Willis Otieno Anyango is the Human Resources and Administration Manager of National Oil Corporation. He is responsible for the Management of the Human Capital and Administration of the Corporation. He joined the Corporation in November 2021.

He has a broad wealth of experience in Human Resource practice specializing in Organization Design, Talent Management, HR strategy development, and Performance Management spanning over 20 years in Human Resource Management cutting across various sectors. Prior to joining the Corporation, he held various Senior HR Management roles at The Karen Hospital, Kenya Airways Ltd, Vivo Energy Kenya, Kenya Shell Ltd, and Safaricom Ltd.

He holds various certifications in Human Resource Management and a Bachelor of Education degree from Moi University. He is also a member of the Institute of Human Resource Management (IHRM).
