Hon. John Mbadi is the Cabinet Secretary (CS) for The National Treasury and Economic Planning. Before his appointment, Hon. Mbadi had an extensive career in public service, most recently serving as a nominated Member of Parliament (MP) and the Chairperson of the Public Accounts Committee in the National Assembly.

The CS has a rich history in legislative leadership, having served as the elected MP for Suba South Constituency, Suba Constituency, and Gwassi Constituency. His experience extends to roles such as Assistant Minister in the Office of the Prime Minister and Leader of Minority in the National Assembly. Throughout his parliamentary tenure, he was a member of numerous key committees, including the House Business Committee, Liaison Committee, Budget and Appropriations Committee, Selection Committee, Appointments Committee, Public Accounts Committee, Public Investments Committee, Constitutional Implementation Committee, the Ad Hoc Committee on the Cost of Living, and the Defence and Foreign Relations Committee. Notably, he was also a member of the Legislative Taskforce responsible for drafting the Public Finance Management Act of 2012.

In addition to his political and legislative accomplishments, the CS is a seasoned finance professional with 28 years of experience. He has held the position of Accountant at the University of Nairobi and served as the Chair of Medair East Africa. Hon. Mbadi holds a Bachelor of Commerce degree with a specialization in Accounting from the University of Nairobi and is a registered member of the Institute of Certified Public Accountants of Kenya (ICPAK). His professional affiliations extend to the Architectural Association of Kenya (AAK), the Institute of Quantity Surveyors of Kenya, and the Chartered Institute of Arbitration.

Phillip Kello Harsama, CBS, is an accomplished public administrator with extensive experience in public policy, strategic leadership, programme management, and public service delivery. He is a recipient of the Chief of the Order of the Burning Spear (CBS), one of Kenya’s highest national honours awarded in recognition of distinguished service to the nation.

He holds a Master of Public Administration and Policy from Tsinghua University, China, and a Bachelor of Education from Moi University, Kenya. He has also undertaken specialized professional training in Advanced Public Administration and Strategic Leadership at the Kenya School of Government, Corporate Governance for Senior Officers, and Para-Military Training at the Administration Police Training College (APTC).

Mr. Harsama has a long and progressive career in public service, having risen through the ranks of the National Government Administration. He served as a District Officer in Meru, Makueni, Narok, Laikipia, Uasin Gishu, West Pokot, and Baringo Counties. He later served as District Commissioner in Kajiado and Loitokitok, before being appointed County Commissioner for Kajiado County.

He has also held senior positions in national government institutions, including Secretary Administration and Director General of the Agriculture and Food Authority (AFA) under the Ministry of Agriculture and Livestock Development.

He has previously served as Principal Secretary in the State Department for Crop Development and the State Department for ASALs and Regional Development, where he played a key role in strengthening agricultural systems, promoting food security, enhancing drought resilience, and supporting sustainable livelihoods in Arid and Semi-Arid Lands.

In his current role as Principal Secretary for Petroleum, Mr. Harsama provides strategic leadership in the development, coordination, and implementation of policies, programmes, and reforms aimed at advancing Kenya’s petroleum sector.

He possesses strong leadership, analytical, interpersonal, and communication skills, with extensive expertise in project planning, monitoring and evaluation, and public financial management.

Amina Bille is a dedicated and experienced professional with a diverse background in banking and finance. She possesses a Diploma in Professional Computing and Data Processing alongside several certifications in banking and leadership courses. With over a decade of experience working at Kenya Commercial Bank (KCB), she has served in various capacities, including Bank Clerk, Ag. Cash Manager, and participated in mentorship programs.

Amina’s commitment to excellence is evident through her continuous pursuit of professional development and her passion for community service, as demonstrated by her multiple awards as the KCB Community Champion. She is fluent in multiple languages, including Somali, Borana, Kiswahili, and English, which allows her to effectively communicate and engage with diverse stakeholders.

She is an independent director.

Born 1973, Hon. Magerer Lang’at JK, is a seasoned leader with a diverse background. He has a Bachelor of Science in Horticulture from Jomo Kenyatta University of Agriculture and Technology (JKUAT) and an MBA in Strategic Management from Kenya Methodist University.

Hon. Magerer’s professional experience spans roles at the Adventist Development Relief Agency, World Food Programme, Cooper Kenya Ltd, and Osho Chemical Industries. He was elected as the Member of Parliament for Kipkelion Constituency in 2007. He has served as an Assistant Minister for Energy from 2010 to 2013, demonstrating leadership in the Petroleum, Electricity & Power Generation dockets.

He has served as a member of the National Steering Committee on Tea Reforms between November 2020 and November 2021, where he played a crucial role in evaluating policy, regulatory, and administrative aspects of the tea value chain. From 2018 to 2020, Hon. Magerer served as a Member of the Kericho Municipal Board, exercising delegated authority from the CEC, where he played crucial roles in formulating and implementing policies, entering contracts, and managing internal affairs, including budget preparation and submission to the County Treasury.

He is an independent director.

Albert has been an Insurance and Risk Expert for a period spanning over 25 years, having worked in the insurance industry in various capacities. He is a graduate of Bachelor of Business Management (Risk Management & Insurance option) and has wide experience in matters of risk and insurance. He is also a Certified Professional Mediator and an alumnus of the Centre for Corporate Governance.

He sits on several boards of management including the board of Kisumu Water and Sanitation Company where he is the Chairman of the Finance, Commercial & IT Committee. In this capacity, he has played a pivotal role that has made Kiwasco the best water utility company in the Western region and number nine in the whole country as per the latest Wasreb report.

Albert also serves on the board of the Kenya National Chamber of Commerce & Industry (Kisumu Chapter) where he is the Director in charge of Business Development. In his free time, he plays golf and is the current Honorary Secretary and CEO of the Nyanza Club, a position to which he has been elected twice.

He is an independent director.

James holds a Master’s Degree in Public Policy and Administration (MPPA) from Kenyatta University, a Bachelor’s degree in Economics and Business from the University of Nairobi, a Senior Management Course certificate from the Kenya School of Government, and is a member of the Kenya Association for Public Administration and Management (KAPAM).

He also possesses a Certificate in Leadership and Policy Implementation from ESAMI, Effective Audit and Oversight (Institute of Directors), and Computer Application and Proficiency from the African Institute of Research and Development Studies.

A career civil servant, he has held senior positions in the Ministry of Youth Affairs and Sports, the Teachers Service Commission, the Efficiency Monitoring Unit, and the Office of the Deputy President. He currently works at the Inspectorate of State Corporations, Office of the Prime Cabinet Secretary (PCS), Executive Office of the President.

He is a non-independent director.

Michael Rubia is a seasoned business executive with extensive experience in management, marketing, and entrepreneurship. He holds a Bachelor of Business Administration from Howard University and a Master of Business and Public Administration from South Eastern University in Washington D.C. His academic background combines a strong foundation in liberal arts with practical management education, emphasizing skills in communication, teamwork, entrepreneurship, and information technology.

His work over the years includes accounting, finance management, economic analysis and marketing. He has also undertaken a course in Legal Audit and Compliance at the Kenya School of Law.

Rubia is the Managing Director of Kifaru Laundry Ltd and Giant Printers. In addition, his professional journey includes pivotal roles such as Marketing Director at Kenya Mystery Tours Ltd and General Manager at Mwamba Distributors Ltd. Rubia also brings a wealth of experience from his directorships at Thingira wa Muranga Limited and the National Oil Corporation of Kenya, 2019–2022.

Rubia’s comprehensive experience in business management and strategic planning underscores his capability as a leader dedicated to economic development.

Dr Njage Makanga is a senior banker with broad-based expertise in management, finance, and business development. His training in Strategic Management and Leadership gives him the ability to quickly analyze key business drivers and develop strategies to grow the bottom line. He is known for his ability to envision and create successful outcomes in complex situations.

His career in banking and business development spans over 35 years. He is a business consultant involved in successful business ventures, helping business start-ups and turnarounds. He has been involved in developing diverse industries and functional ventures, with a tenacious commitment to positive results and market-share growth.

Dr Makanga holds a PhD in Business Administration, Strategic Management and Leadership from Mt. Kenya University. He has an MBA in Strategic Management and an MBA in Entrepreneurship, both with Distinction, from Nazarene University, along with a BCom in Entrepreneurship from the same university. He sits on the boards of several private companies where his guidance has had tremendous outcomes. Currently, he is the Chairman of Universal Group of Companies.
